Illegal to scatter ashes anywhere in Portugal. It really saddens us that we can’t do something as beautiful as you did for your loved one.
I’m glad you were very touched. I am so sorry for your loss. Nowhere does it say that it is illegal to scatter ashes in Portugal. In other places there are specific rules about scattering ashes at sea and at cemeteries, ironically. Also, depending on certain religions scattering ashes may not be encouraged. I’m not sure why your local funeral directors would say that. You can always still do something beautiful for your loved one. If not scattering ashes; at least saying a prayer for him and your family, something special to remember him. Sending love!
My husband died last year and we also loved Portugal. I wanted to ask what the laws are for scattering ashes by or in the seas at Portugal? Did you have to get Portuguese permission? I know you have to get paperwork from Uk to take with you!

All the research I did said that it was okay to scatter ashes anywhere as long as it’s not someone’s private property who you don’t have permission from and you are respectful of the time and place (if others are around, etc.). If you are coming from the UK with ashes to Portugal it will be important to check with the airline what you might need. It looks like most will require these:
The official UK death certificate
Cremation certificate
A certified Portuguese-translation of the death and cremation certificate
